3. Community Requests: Official infrastructure requests submitted via the intake portal must be accompanied by legitimate authorizations from community leaders, village heads, or local government councils.
4. Joint Venture Protocols: Commercial proposals and financial instrument discussions are conducted strictly under mutual non-disclosure agreements and international banking due diligence standards.
